To open a blog through Google, you have to sign up for a gmail account and you use the gmail account to login in www.blogger.com and follow instructions on how to open a blog.
Post at least 10 articles on any topic and you start registering your blog with there sites:
reviewme.com
payperpost.com
blogsvertise.com
blogitive.com
sponsoredreview.com get more from google search. This sites send you site to review and write an article about, you then paste the article to your blog after confirmation by those sites they pay you according to the way the article can be of use to the company. Most of them pay through Paypal.
U can also go to monetization tab in Blogger and register for adsense.
